On this build, I was able to reboot, and it functioned. second reboot, it failed, then I re-enable it in language settings again, turned on metered connection, and disabled windows update, tested rebooting 3 more times, 2 full power down cycles, and the language pack remained, and functioned properly, so it works, but may hiccup! Good luck if you want to use it!
